The presently-used Standard Market Design (SMD market) is economically flawed. It is held to be completely fair to all participants -- an old coal, hydro or nuclear plant that has long ago retired the debt used to build it, and now produces electricity for its cost of fuel and maintenance, is paid in the market at the same rate as a newly built nuclear plant.
