Background


Chris Neil is an energy economist with over 30 years of experience, primarily in the areas of resource planning and forecasting. In the late 1980’s, Mr. Neil co-authored a report for the US Environmental Protection Agency that was one of the factors used to select the cap-and-trade system for sulfur dioxide reductions in the Clean Air Act Amendments of 1990.

Mr. Neil has extensive experience in evaluating power generation alternatives. He has evaluated alternative supply- and demand-side resource options for more than a dozen individual utility systems. He is currently involved in another analysis of utility resource options that specifically includes renewable generation alternatives under a state renewable portfolio standard. For approximately five years, Mr. Neil performed market analyses of the entire country using a model that included essentially every generating unit in the continental U.S., over 10,000 individual generating units. This analysis system was also used to evaluate almost a dozen merchant power plants. Mr. Neil also worked closely with the natural gas modeling group on meeting the gas needs for new power plants as well as gas needs for heating and processing loads. He has also contributed to studies that examined the outlook for coal, power plant environmental requirements, electric transmission, and natural gas.

Mr. Neil has published articles in Energy Pulse, The Electricity Journal, Energy Insight, and the Oil and Gas Journal. He holds a BS and MS from The Colorado School of Mines and an MSIA from Carnegie-Mellon University.
